Two Villages in Pelalawan Regency Become the Targets of the DBH-Oil and Gas Optimization Program

June 4, 2023
in Research and Advocacy

FR_ Fitra Riau Conducted a socialization program for Optimizing the Utilization of Oil and Gas Profit Sharing Funds and CSR Accountability in Mak Teduh Village and Ukui Village, two Pelalawan Districts, on March 8-9 2023. The participants invited to this activity consisted of Village Heads, Village Officials, BPD , BUMDES, PKK, Women’s Groups, and MSME groups.

In general, this program aims to improve the welfare of the community around oil and gas producing areas by ensuring the improvement of basic services and the welfare of the local community, including the quality of education, health services, and community economic performance. The program socialization activities were opened directly by the Village Head and continued with the delivery of program socialization which explained in more detail the objectives, concepts and also the timeframe for implementing the program. the target of this activity is how to improve the welfare of the community for producing villages, by encouraging women’s activities so that these activities produce products of economic value.

In 2015 the Government of Pelalawan Regency together with Fitra Riau has reformulated the ADD Oil and Gas policy, with a scheme for dividing Oil and Gas Ring 1 (producer), Ring 2 (Villages bordering Ring 1), Ring 3 (Villages that are somewhat far from Ring 1), and Ring 4 (not passed but still got an equalization scheme). For this reason, in order to support the government’s efforts and in line with the development directions of the regional and village governments in accelerating development and poverty alleviation in Pelalawan district, the DBH-Oil and Gas Optimization Program will be implemented in Mak Teduh Village and Ukui II Village.

In this activity the Head of Mak Teduh Village (Suryadi) also conveyed regarding the conditions in the village where the education level in Mak Teduh Village was quite low, many of the people only graduated from elementary-junior high school, this condition was caused by limited schools in the village, because currently there his school is elementary and middle school. Also the condition of damaged road infrastructure, and also limited clean water. And even though Mak Teduh Village is a producing village, in reality many people work for the company only as security.

Furthermore, the Head of Ukui Dua Village explained that the population of Ukui Dua Village is Heterogeneous (mixed), the condition of poverty in Ukui Dua Village is still a concern, this condition is not only due to employment factors but also influenced by migrants who live in Ukui Dua Village. For women’s activities, they carry out agricultural activities and also entrepreneurship in the culinary field which is still running today. However, the obstacles they face are that the land for farming is not optimal, because the land is currently still on the land of residents’ houses, and culinary businesses are constrained by space and permits (PIRT) and also employment opportunities for the community around the company.

Under these conditions, a joint discussion was continued. In general, the village apparatus of Mak Teduh and Ukui II welcomed this program, and hoped that this program would be able to provide improvements and help the village to be better in terms of welfare, supported by DBH-Oilgas as well as transparency. from CSR.
