3 Villages Around Oil and Gas Wells in Bengkalis, “Participate in Socialization of Oil and Gas DBH Utilization & CSR Accountability”

FR_ Three villages spread across the Subdistricts of Batin Solapan, Pinggir, and Siak Kecil, Bengkalis Regency, participated in a socialization program for optimizing the use of oil and gas revenue sharing and increasing CSR social accountability.

The event took place at the Village Hall for 3 days, namely Wednesday 08 March 2023 in Bumbung Village, Batin Solapan District, Thursday 09 March 2023 in Tengganau Village, Pinggir District and Friday, 10 March 2023 in Langkat Village, Siak Kecil District.

The activity which was held by Fitra Riau in collaboration with the Ford Foundation invited village heads, village officials, BPD, community leaders, women and youth leaders. 

Representative of Fitra Riau, Gusmansyah explained that Fitra Riau needed to socialize the program, because this was important to reduce economic disparities between producing regions and its surroundings through an optimizing scheme for oil and gas DBH redistribution and its management.

“This activity aims to provide understanding to the community about the mentoring program that will be carried out in the village for at least one year in the future”

On this occasion, Fitra Riau delivered three points. First, Strengthening poverty alleviation policies in the Village, Second; The formation of a community of caring and empowered women, Third; Encouraging CSR accountability.

“Those are the three things that we will then encourage in collaboration between the village government, the village community which will certainly increase the welfare of the residents of the oil and gas environment,” he explained

Gusmansyah added, socialization like this had been carried out by Fitra Riau in the form of a Kick Off Meeting Program with the Regional Government of Bengkalis Regency. It was agreed that the Regional Government agreed to collaborate and support the Program Implementation which would be carried out for regional progress.

Village Commitment to Collaboration

The village heads and BPDs in the three villages welcomed the program carried out by Fitra Riau to encourage village governments and village communities to strengthen village planning and budgeting capacities and empower village women.

This can be implemented on the basis of collaboration and synergy to eradicate poverty and also improve basic services and CSR programs that can be accountable and beneficial to the lives of rural communities. Said one representative of the village apparatus.

Infrastructure to Basic services

It was also conveyed that the oil and gas company in the three villages is PT. Pertamina Hulu Rokan (PHR), PT Bumi Siak Pusako (BSP)

The company has never given its CSR to the local community, the road leading to PT. PHR also suffered severe damage which is the road for the Bumbung village community to hamlets 4 and 5.

Not only that, Tengganau Village also suffered damage to the main road, which is the main road that connects the village to the sub-districts on the outskirts, where access is made to go to places of education and health.

It is hoped that this program can bridge the audience with PT. PHR for repair of damaged roads. In Tengganau village several RTs are led by women and PKK activities are only posyandu. he explained.

Environmental pollution

Pollution caused by oil & gas industry operations can spread from upstream to downstream operations. up to the exploitation stage, the existence of the oil and gas industry also pollutes the environment, often affected by gas vapors which have a pungent odor when the fire in the gas chimney dies and fears that it will later impact public health, 

“So far there has been no special attention from the company with this impact, because this has also been our concern so far. Companies that carry out their business activities related to natural resources are obliged to carry out social and environmental responsibility.” Said the Head of BPD Tengganau Village

Meanwhile, the condition of clean water is also a problem, in villages around oil and gas, this is related to the difficulty of obtaining clean water and also the condition of the water being smelly.
