Riau Governor Must Cancel Rp 9.6 Billion Tennis Court Budget

June 5, 2023
in Press Release

Fitrariau – The Provincial Government of Riau has budgeted IDR 9.6 billion in APBD funds to build three tennis courts. The High Prosecutor’s Office (Kejati) tennis court is Rp. 4.4 billion, the Religious Court tennis court is Rp. 1.9 billion, and the indoor tennis court is Rp. 3.1 billion. The Indonesian Forum for Budget Transparency, (FITRA Riau) commented, The Budget Allocation Policy spent in 2022 found that the government’s behavior is still shameless “wasting the budget” for spending that is not a priority and a need for the people of Riau.

This budget policy is also very far from the Riau government’s efforts to bring Riau to a better future. In addition, it is precisely these kinds of budgets that rely on community priority needs that should receive adequate attention and budget support. So what does building a tennis court have to do with the Green Riau mission or with the mission goal of making Riau better. Said Triono Hadi. ITRA Coordinator.

This budget allocation reflects the very low level of sensitivity of the Regional Government to the problems faced by residents, even though currently residents are trying to recover their economy due to co-19. Residents are at war with high prices of basic commodities which should be a priority for the region to handle but instead the government is not sensitive and spends APBD money even more on needs that are definitely not small communities. Who’s exercising it? Certainly not a small citizen, “added Triono Hadi.

If you look at how many sports facilities have been built by the Provincial Government, however, most of those built are not functioning, and some have been badly damaged and not maintained. The governor should have looked at the issue of usability and the reality of the construction of sports facilities that are currently available by committing to reallocate expenditures for the costs of maintaining these sports facilities instead of building them but the principle of benefit does not exist. Of course, and it is fitting that the government, in this case the governor, can formulate, see before setting out the budget expenditure. Rp. 9.6 billion is the same as building RLH and Social Forestry Management.

Fitra suspects that the governor does not want to know about the current condition of the people of Riau. why is that, Budget Rp. 9.6 billion is the same as building 160 units of Livable Houses (RLH). This means that if the budget is used to help residents to build RLH then 160 poor households in Riau will be able to occupy decent houses. Why do you prefer to build sports facilities, which are already not lacking in Riau?

Apart from that, the Governor of Riau has a noble mission of how the people in villages around the forest can improve their economy with the Social Forestry scheme as part of the Green Riau policy. What is the budget allocation given to help communities manage forests that have already obtained permits, or access permits? The government can only allocate a budget of less than Rp. 1 billion. The budget allocation is actually disproportionate between what should be prioritized to be financed, but instead is used for spending that has absolutely no urgency. Imagine if Rp. 9.6 billion was given to support social forestry Rp. 100 million one PS management group. So the 96 PS groups in Riau are no longer busy looking for loans for initial management capital.

But unfortunately that was not taken into consideration in this budget plan. There are still many other needs that should be prioritized by the government. Said Triono Hadi. Cancel the Expenditure Budget and Focus on the Riau Mission There is still a chance If the governor of Riau has thoughts for the better progress of Riau, namely the Governor of Riau must reconsider and must cancel the budget allocation. And allocate it for urgent needs expected by the community.

If you look at it, there are still many governor’s missions that are still not running and need sufficient funding to realize them. Thus, regional spending in 2022 must be prioritized to finance needs that are in line with the mission of the Governor of Riau to achieve the dream of a better Riau. There is still an opportunity for the governor to cancel the construction of the expenditure and be directed to change the 2022 APBD spending for a better realization of the Riau mission development. Riau Public and High Court, Pekanbaru Religious Court as recipients of grants for the construction of this sports facility. We need to remind the Governor of Riau to spend his APBD for the more important and urgent interests of the community.

The Attorney General’s Office and the Court must also be sensitive to reject the tennis court construction budget and then ask for it to be diverted to the more important needs of the community. With the role of the high judiciary, courts and public support efforts to remind the governor of Riau. Fitra believes this budget will be canceled by the governor if governor Syamsuar focuses on a better Riau.
