Syamsuar-Edi Natar has been determined to develop Riau with the Green Riau concept. This concept will be born out of the Governor’s partiality towards environmental preservation, which was originally implemented by him when he was regent in Siak Regency and proved by the birth of regent regulation No. 22 of 2018 concerning Siak, Green Regency.
Observing the green Riau rumors which were widely discussed and became the main point of public criticism of the governor Syamsuar-Edi’s promise which has not yet been fulfilled. leaving the public with a question mark, so it should be traced and observed to what extent the development of Riau Hijau was, which was previously stated by Syamsuar-Edi during the 2018 election campaign at the policy level.
There are concepts, especially related to environmental sustainability, inviting people to love the environment. In connection with the increase in Riau’s economy, there are peatlands that can be managed, so that forest and land fires can be suppressed. No more burning land. Plants on peatlands are more environmentally friendly. So development is not just fancy and extraordinary, it must prioritize the environment and its impact. It can be said that Green Riau has been described in the RPJMD Policy Indicators and strengthened by the OPD Strategic Plan for the Environment and Forestry Service. However, there are problems related to its implementation, namely the Riau Hijau concept, which has been the subject of public debate, in fact has not been accommodated and formulated. Of course this is the main point of the dilemma between the government and the public. So that the implementation tends to be hampered.
One of the reactions of the Riau Government in efforts to improve the environment is the formation of an integrated team to control illegal land use chaired directly by the deputy governor, until now there has been no clarity regarding the progress of this performance to the public, what has been done and what are the interim results. as well as what are the obstacles Pemrov Riau. Thus, in response to this, public encouragement is needed for the birth of the Green Riau concept because with the Green Riau concept as a Roadmap or road map for government policy directions to support improvements in forest and land governance in a sustainable and integrated manner with all parties and have an impact on community economic development and become increase in regional income in the LHSDA sector.
Shared Commitment The government’s response to Green Riau has been translated into the RPJMD policy through the second mission. Besides that, the public’s desire for Green Riau is the government’s real action in saving the environment. Until now, the public considers that the government’s actions have not been carried out, while the concept of green riau itself has not been properly formulated and consolidated.
It has been more than a year since the Syamsuar Edi Government has been running, but the implementation of Riau Hijau according to the second mission has not been real and progress has not been seen, even though it has been accommodated in the Riau RPJMD. Then at this time the Green Riau which is being discussed has not made any real progress from the Government, while the public continues to press for the implementation of Green Riau. Because there are different perspectives related to the position of Riau Hijau in the policy framework, the public assumes that the promised Riau Hijau is only boasting about the government’s routine performance activities.
There needs to be a common perception between the public’s wishes and the RPJMD indicators made by the government. The public assesses the concept that currently has not described Riau Green, then the Riau Green offer from a public perspective (Civil Society). priority as a monument to the Riau Hijau road, so it is necessary to arrange it as a whole so that this dilemma does not cause discommunication and perception between the government and the public.
For this reason, it is important that in the future efforts to accelerate Riau’s development must be built collaboratively between the public and the government itself so that the dynamics of thinking and interpretation between the public and the government can be integrated with regard to the commitment to environmental preservation in accordance with the fulfillment of the achievements of Syamsuar Edi’s second mission.
