The sassy yellow poem is guided by the atmosphere of Bengkalis which is currently being hit by a leadership crisis, is it not? The reason is that it has been two periods starting from Herliyan Saleh’s government when he served as regional head in 2012–2016 and continued with Amril Mukminin who was elected as regent with a term of office 2016–2020 and then on 26 February 2021 Kasmarni and Bagus Santoso were appointed as captains to continue the previous leadership relay.

Starting from the Social Assistance Case, the BLJ Corruption Case with Equity Participation, to the Multiyers Road Improvement and Construction Corruption Case.

So what about the story of Amril Mukminin and his Deputy Regent Muhammad who were both entangled in the rasuah case? …
The difference is that Amril was involved in the case of the multiyers project in Bengkalis Regency, while Muhammad, the Deputy Amril, was involved in corruption in the PDAM transmission pipe in Tembilahan in 2013 worth Rp. 3.8 billion when he was the head of the division at the Cipta Karya Service, Public Works, Riau Province.
The leadership of Amril and Muhammad did not reach the end of the term, Amril who was detained by the KPK and Muhammad was on the run as a prisoner of the Riau Regional Police. So that the KPK prosecutor took cassation legal action because the KPK prosecutor saw that there was a mistake in the judge’s decision, especially related to this decision.
From a series of history of embezzlement corruption cases, the Corruption Eradication Commission stated that it would conduct an appeal but until now, criticism has been made as a public review. Further described in the third mission. if observed closely, that Kasmarni wants to realize bureaucratic reform and strengthen religious and cultural values towards good governance and a society with character.
Translating this mission, of course Kasmarni will design programs and activities to realize this mission. The thing that the people of Bengkalis are most looking forward to is their anti-corruption mission. Anticipated, to improve Bengkalis better and is the root of the problem to answer how dilapidated the bureaucracy used to be. If Kasamarnni had ambitions to become regent in the yesterday’s local election procession, then his ambition in reforming Bengkalis must be the same when he became a regent candidate. Therefore, the principles of transparency, accountability, participation and collaboration in administering governance must be in line with his commitment.
